‘Porn Tax’ being proposed as second special session begins

BIRMINGHAM, Ala. (WIAT) —  The clock is ticking on lawmakers working on the state’s General Fund budget. The second special session started Tuesday in Montgomery.

Everything is on the table. Increasing taxes on certain items, like cigarettes, and even a state lottery are being talked about. To help bring in more money, one lawmaker is hoping to cash in on adult entertainment.

All it took was about five minutes Tuesday evening for the second special session to start. Lawmakers have just a couple of weeks left before the state runs out of money to pass a General Fund budget. Speaker of the House Mike Hubbard is optimistic.

“I’m hopeful that we can have some bills that will make it through both chambers and send a budget up that will pass and send it to the governor that is a reasonable budget,” Hubbard said. Everything is on the table this session. Governor Bentley is being more flexible on issues like a state lottery. Lawmakers are warming up to the idea of increasing taxes on certain items.

“I would say that the cigarette tax is one that has certainly been talked about,” said Hubbard.

Jack Williams, a Republican from Vestavia Hills, is suggesting a new tax, one that would be tacked on to adult entertainment.

“Basically says that any entertainment product that’s adult in nature, that you have to be over 18 to purchase, would have an excise tax like cigarettes and tobacco do,” explained Williams. He says it’s part of the package to close the gap and keep essential services funded.

There are just 22 days left before the state runs out of money. The new fiscal year starts on October first.
